Its neglect. We have guys getting caught in swimming their way into other countries. Why cant they be encouraged to do something for the country than allowing them waste away in cells? There are stories of beta nations, where guys get nabbed in crime or other stuff that has to do with theft...they convert them to the experts the can be to the improvement of their nation.
